ICAO remains focused on the development and implementation of new safety initiatives. Continuous improvement in global aviation safety is fundamental to ensuring that air transport continues to play a major role in driving sustainable economic and social development around the world. The rapid growth of air traffic requires continuous safety monitoring oversight developement, at both State and regional levels.

Aviation Safety,  as a core of ICAO’s Strategic Objectives, can be achieved through the effective implementation of targeted safety programmes that address safety deficiencies. According to the Chicago Convention, aviation safety oversight responsibilities rest directly with ICAO member States. ICAO provides assistance to States facing challenges in resolving safety-related deficiencies identified through the ICAO USOAP Continuous Monitoring Approach (CMA),particularly with priority given to those States with Significant Safety Concerns (SSCs) and low Effective Implementation (EIs). In order for them to implement their corrective action plans in a timely manner, as well as to enable them to meet their obligations under the Chicago Convention and its Annexes, ICAO assistance plays a paramount role. ICAO also promotes regional cooperation and collaboration amongst all Contracting States, through close partnerships with regional organizations and regional civil aviation bodies and in coordination with other stakeholders in the civil aviation community. 

The primary objective of the Implementation Planning and Support Section – Safety (IMP-SAF) is to support States in resolving safety deficiencies and to assist them in their efforts to implement ICAO Standards and Recommended Practices. IMP-SAF Section support assists States to meet their aviation safety obligations through the promotion of partnerships and coordination of assistance between States, international and regional organizations, industry and donors.
