Mr. Juan Carlos Salazar is the Secretary General of the International Civil Aviation Organization (ICAO). He was first appointed by the ICAO Council for a three-year term beginning August 2021. On 11 March 2024, the ICAO Council renewed his appointment for a second consecutive three-year term, to begin August 2024.

ICAO recently inaugurated its newly renovated Middle East Regional Office in Cairo, strengthening a seven-decade commitment to regional aviation cooperation. ICAO Secretary General Juan Carlos Salazar and ICAO Middle East Regional Director Mohamed Abu Baker Farea met with the Minister of Civil Aviation of Egypt, Captain Sameh El Hefny, and the President of the Civil Aviation Authority of Egypt, Captain Amr El Sharkawy, to discuss regional cooperation. The International Civil Aviation Organization (ICAO) commemorated its 80th anniversary with an Extraordinary Session of the Governing Council, highlighting the continued impact of the Convention on International Civil Aviation (Chicago Convention). The meeting of the 36 members of the ICAO Council took place on 5 December in the same room of the Chicago Hilton (formerly Stevens Hotel) where the 1944 diplomatic conference was held. ICAO Secretary General Juan Carlos Salazar joined African aviation Ministers and other senior leaders in Brazzaville, Republic of Congo, to mark 25 years of aviation liberalization in Africa and to chart a course for the continent's aviation future. The African Civil Aviation Commission (AFCAC) convened its 35th ordinary plenary session, opened by the Prime Minister of the Republic of Congo, which was followed by the Yamoussoukro Decision Anniversary celebrations. A new Declaration of Intent was signed between ICAO and the Government of Québec on 19 November 2024 at the National Assembly of Québec, marking ICAO's 80th anniversary and reinforcing the host province’s continued support for the Organization. ICAO Secretary General Mr. Juan Carlos Salazar signed the Declaration of Intent alongside the Minister of International Relations and La Francophonie Ms. Martine Biron, with the Premier of Québec Mr. François Legault and the President of the ICAO Council Mr. Salvatore Sciacchitano present as witnesses.
