BACKGROUND |
Initiated on February 2015, the Systemic Assistance Programme (SAP) for the North American, Central American and Caribbean (NACC) Regional Office was born from the application of the International Civil Aviation Organization (ICAO) initiative "No Country Left Behind (NCLB)" to provide assistance to the States of the NAM/CAR Regions in regard to the application of the ICAO Standards and Recommended Practices (SARPs) and for the resolution of Significant Safety Concerns (SSC) and Significant Security Concerns (SSeC). In 2023, at the Eleventh North American, Central American and Caribbean Directors of Civil Aviation Meeting proposals for improvements to NACC SAP the Meeting reviewed the regional targets 2023-2025 and all States expressed their continuous commitment and support, approving the ICAO NACC SAP Continuity and Commitment Statement 2023 – 2025. In 2024, the NACC/DCA/12 approved, through Decision NACC/DCA/12/4, a series of improvements to the NACC Strategic Assistance Programme (SAP). These enhancements were designed to ensure greater alignment with ICAO mandates and to provide more targeted strategic assistance to States. The approved updates include the following: |
