Annex 7 (PDF) —Aircraft Nationality and Registration Marks (click to purchase online) adopted by the International Civil Aviation Organization (ICAO) provides Standards & Recommended Practices for the display of appropriate aircraft nationality marks, common marks and registration marks which have been determined to comply with Article 20 (PDF) of the Convention.
 
In accordance with Standard 3.3 of Annex 7, the nationality mark shall be selected by the State from the series of nationality symbols included in the radio call signs allocated to the State of Registry by the International Telecommunication Union (ITU). The nationality marks are selected from the first one or two symbols of the three symbol radio call sign allocated to the State by ITU. To request an initial allocation and/or change an existing allocation by the ITU please contact:

The nationality marks selected by States are published on this website twice a year (in mid-June and mid-December). Therefore, States are invited to inform ICAO about  new nationality marks or any changes by 30 April for the June publication and by 1 November for the December publication. The list of nationality and common marks is published for the purpose of enabling States to easily check the status of nationality and common marks online.
 
​Nationality Marks as Notified to ICAO ​

 

Contracting States which have not notified nationality marks to ICAO: Albania; Andorra; Kiribati, Timor-Leste; Tuvalu; South Sudan.
 
 

 

Non-Contracting States which have not notified nationality marks to ICAO: Holy See (The).

 

 
Since Article 77 of the Convention permits two or more contracting States to constitute joint air transport operating organizations or international operating agencies, Amendment 3 of Annex 7 was introduced to define "Common Mark", "Common Mark Registering Authority" and "International Operating Agency", to enable registration of aircraft on other than a national basis. Each international operating agency must be assigned a distinctive common mark by ICAO, selected by ICAO from a series of symbols included in the radio call signs allocated to ICAO by the International Telecommunication Union (ITU). Currently ICAO is allocated the series of symbols 4YA-4YZ for this purpose. For requesting a common mark and/or change an existing common mark please address your requests by letter to:
