The State Air Transport Action Plan System (SATAPS) is an online secure portal to support African States in the implementation on the Antananarivo Declaration (FR) and Lomé Declaration (FR).
ICAO has developed the SATAPS tool for use by States and industry stakeholders to monitor the implementation of the Antananarivo and Lomé Declarations, and take necessary follow-up or corrective actions. The commitments taken in the framework of these 2 Declarations were further strengthened by the Accra Statement (FR) and Addis Roadmap (FR).
The SATAPS covers all essential areas of air transport development addressed by the Declarations: market access liberalization, for passenger and cargo traffic; alleviation of restrictions such as air carrier ownership and control, non-physical barriers or other restraints to air transport freedom; consumer protection; competition; infrastructure development; safety and security; taxation and user charges; aviation personnel capacity building; and fleet renewal.
