Endorsement of the Global Aviation Safety Plan (GASP)

The Council approved the Global Aviation Safety Plan (GASP) 2013-2016 during its 199th Session; the document was later endorsed by the 38th Session of the ICAO Assembly. The GASP has been updated to strengthen its role as a high-level safety policy, planning and implementation document to be used at the global, regional and State levels.

The GASP establishes a mature safety oversight system as a prerequisite to the implementation of a State Safety Programme (SSP). Three areas of aviation safety continue to be global priorities: 1) improving runway safety; 2) reducing the number of controlled flight into terrain (CFIT) accidents; and, 3) reducing the number of loss of control in-flight accidents and incidents.

Future amendments to the GASP will be developed through a structured consultative process with States and international organizations.

Adoption of Annex 19 — Safety Management

On 25 February 2013, the Council adopted a new Annex to the Convention on International Civil Aviation dedicated to Safety Management. This new Annex consolidates provisions related to State safety management responsibilities into a single Annex.

The establishment of Annex 19 supports the continued evolution of a proactive strategy to improve safety, the foundation of which is based on the implementation of a State Safety Programme (SSP) that systematically addresses safety risks. Annex 19 became applicable on 14 November 2013.

The publication of the new Annex 19 was accompanied by a roll-out plan including the publication of the third edition of ICAO Doc 9859, Safety Management Manual (SMM) and an updated Safety Management website. An update to the ICAO safety management training material is also in progress.
