Who can become a member of CAPSCA?

ICAO calls for States to become CAPSCA members as per ICAO Assembly Resolution A40-14 and to clarify the roles and responsibilities of public health and civil aviation authorities during public health events, in order to support the continuous, safe, and orderly operation of global air services.
 


 

 

 

Currently, 162 ICAO Member States and five territories are Members of CAPSCA.

Why become a member?
 

 

 


 

CAPSCA offers the unique opportunity to join efforts by States, UN and other International Organizations to improve preparedness planning and responses by the aviation sector to world public health events. 


 

Whether your interest concerns aviation regulation, public health, aircraft or airport operations, the CAPSCA programme will address the issue according to ICAO Standards and Recommended Practices (SARPs), ICAO procedures and guidance material and WHO International Health Regulations (IHR). 


 

As a member you will:
 


 

 

 

  1. Have access to a dedicated network of experts from the aviation and public health sectors (including ICAO and WHO).
     
  2. Have available guidance material on the implementation of ICAO (SARPs) and WHO (IHR), and benefit from a comprehensive repository of information from aviation and public health stakeholders.
  3. Participate in training events and courses aimed at managing public health events in aviation (some provided free, some on a cost-recovery basis and others at a fee). 
     
  4. Participate in global and regional meetings and conferences with WHO and other international organizations.
     
  5. Be able to request or participate in technical assistance visits to States and international airports to assess and strengthen public health preparedness plans at global, regional and national levels.
     
  6. Be rapidly informed before, during and after a public health event through the CAPSCA network (senior expert advice, official recommendations, reports, status of international airports and restrictions and measures taken by States).
     
  7. Combine efforts of various stakeholders and develop a coordinated approach, both during preparedness planning and crisis periods responding to public health events that can impact aviation. This will result in improved and harmonized multi-sector emergency response planning, preparedness and management.
     
  8. Implement effective collaboration and coordination strategies with States, international organizations and all aviation and public health stakeholders with subsequent synergistic development of policies, processes, procedures and guidance material by identifying implementation challenges an participating in finding practical solutions.
     
  9. Share knowledge liaising with neighbouring or other States as well as other relevant international organizations such as WHO, CDC, IATA, ACI, etc. (Best practices and lessons learnt from previous public health events, tabletop and full-scale exercises as well as networking opportunities). 
     
  10. Optimize resources for the management of public health events.
     
  11. Improve communication and management of risk perception and reduce the impact of public health emergency on populations.
     

 
How much does it cost?
 

 

 

 

 


 

There is no fee or any associated cost to join and be a member of the CAPSCA programme. 
 


 

 

 

 

 

However,  because the CAPSCA is funded by voluntary contributions, members are encouraged to support the programme in-kind by making available resources and personnel to assist. ICAO also appeal for financial contributions through ICAO's voluntary Safety Fund (SAFE) earmarked for CAPSCA.
