National Aviation Safety Plan (development)

This Implementation Package (iPack) is a self-contained package to assist and guide Civil Aviation Authorities (CAAs) and Regional Safety Oversight Organizations (RSOOs) in the development of a National Aviation Safety Plan (NASP) or a Regional Aviation Safety Plan (RASP), respectively. It includes relevant documentation, tools and an online course to facilitate the development and implementation of a NASP or RASP. A dedicated subject matter expert will work remotely with the CAA or RSOO, providing guidance in their implementation efforts to achieve the objectives of the iPack. The level of progress made in achieving each iPack objective depends on the availability of CAA/RSOO resources to perform the work.
 

GOAL

The goal of this iPack is to assist and guide CAAs in developing a NASP that contains a strategy that best addresses their safety issues, through training and detailed guidance. It emphasizes the importance of including key elements in a NASP; the development of a clear action plan (i.e. a roadmap); and collaboration among stakeholders internally in the State, regionally and with industry. The same process is applied to the development of a RASP.
 

OBJECTIVES

After having successfully deployed this iPack, Civil Aviation Authorities/ Regional Safety Oversight Organizations will be better equipped to meet the objectives of this iPack, which are to:
 

  1. create an internal group (within the State) to develop the NASP, involving all the State's key stakeholders (CAA, accident investigation board, industry representation, etc.);
     
  2. understand applicable provisions, namely Global Aviation Safety Plan (Doc 10004) and Manual on the Development of Regional and National Aviation Safety Plans (Doc 10131), and Global Aviation Safety Roadmap (Doc 10161);
     
  3. conduct a self-evaluation, using existing ICAO tools (such as the USOAP CMA OLF and iSTARS) to analyse hazards and safety deficiencies in their State, and to identify organizational issues, operational safety risks, and emerging issues;
     
  4. conduct a gap analysis to identify relevant safety enhancement initiatives (SEIs), using the ICAO global aviation safety roadmap;
     
  5. identify the relevant GASP and RASP goals and targets and understand how to adapt them to a national level;
     
  6. set national goals, targets and indicators related to aviation safety, as the basis for the national strategy;
     
  7. develop an action plan to meet the goals and targets, including a list of prioritized safety enhancement initiatives (SEIs);
     
  8. publish a NASP, in line with the respective RASP and the latest edition of the GASP; and
     
  9. implement a process to monitor implementation of SEIs, and achievement of national goals and targets in NASP. 

TARGET AUDIENCE

The target audience of this iPack comprises:

  • Civil Aviation Authorities; and
  • Regional Safety Oversight Organizations.

  • Expertise:
    • Dedicated Subject Matter Expert, for a duration of 20 workdays over a period of three months, providing remote technical assistance to achieve the objectives of the iPack.

    • Introduction to the National Aviation Safety Plan – Online course for 12 trainees for a duration of six hours– Total number of training slots: 12

  • Documents: 
    • Relevant ICAO Annexes and Guidance material

Cost: $23,700 US
*Additional seats for training as well as expert workdays can be provided at an additional cost.
