Unmanned Aircraft Systems Regulatory Framework

This Implementation Package (iPack) is a self-contained package aimed at assisting and guiding ministries of transport, Civil Aviation Authorities (CAAs), and organizations that intend to operate UAS in multiple countries in the implementation of a UAS regulatory framework that remains outside of the Remotely Piloted Aircraft Systems (RPAS) framework.

It includes relevant documentation, tools and courses to facilitate implementation of harmonized UAS regulations and the oversight framework that will enable safe UAS operations. A dedicated expert will work remotely with the ministries of transport, CAAs, and organizations, providing guidance in their implementation efforts to achieve the objectives of the iPack. The level of progress made in achieving each iPack objective depends on the availability of authorities’ resources to perform the work.

GOAL

The goal of this iPack is to assist and guide ministries of transport, Civil Aviation Authorities, and organizations in developing a UAS regulatory framework that is consistent with principles and strategies set forth in the Chicago Convention and its Annexes.

OBJECTIVES

After having successfully deployed this iPack, ministries of transport, CAAs, and organizations will be better equipped to meet the objectives of this iPack, which are to:

1. understand the relationship between UAS regulations, conventional aircraft regulations, forthcoming RPAS provisions and the State Safety Programme;
2. create an internal UAS stakeholder group, within the State, that includes those entities affected by UAS activities for coordination and internal communications;
3. conduct a gap analysis to identify safety deficiencies, organizational emerging issues and operational safety risks;
    
4. create new or enhance existing processes to establish a UAS framework and oversight system in collaboration with internal UAS stakeholders; implement UAS regulations with supporting guidance material soliciting industry input, as appropriate;
    
5. identify the competencies required to enable inspectors and managers to fulfill their roles and responsibilities to manage UAS operations and to build the appropriate capacities; and
6. set national goals through the application of safety management principles including targets and indicators, as the basis to improve safety of UAS operations and activities for a national strategy.
